You can sell on Noon from outside the UAE by registering as an international seller with your home-country trade licence, a passport and a payout account. Noon UAE and Noon KSA are separate stores, each with its own legal entity rules, VAT questions and fee schedules. Getting the stock into the country is a separate job from the Noon account, and it needs planning from day one.
Who can sell on noon from outside UAE
Noon's eligibility page names three seller categories:
- Local Seller: the business is registered in the country where it wants to sell (UAE, KSA or Egypt).
- International Seller: the business is registered outside the country where it wants to sell.
- Individual Seller: Egypt only, using a personal Data Certificate.
If your company is in India, Pakistan, China or anywhere else outside the GCC, you register as an International Seller. Noon says the trade licence must include at least one of these activities: Sales, Trading, Manufacturing, or Distribution/Wholesale. All registration documents need at least 15 days of remaining validity when you submit them.
Noon Egypt is not open to international sellers. Its documents page says the company must be registered in Egypt.
Documents for international sellers
From Noon's documents page:
| Document | Noon UAE | Noon KSA |
|---|---|---|
| Trade licence | Company registered anywhere except the UAE | Company registered anywhere except KSA |
| VAT certificate | Marked "Not Required" (but see the VAT section below) | Marked "Not Required" (but see the VAT section below) |
| Identity proof | Passport | Passport |
| Payouts | Payoneer or Lian Lian authorisation letter, signed and stamped. Or an international bank account, PingPong or WorldFirst | Same options |
Other rules on the same page:
- The licence must authorise trading, selling or manufacturing. An e-commerce licence is accepted. Licences limited to services are not.
- Each set of documents can be used for one account only.
- The ID must belong to the person named on the trade licence. If not, you need a power of attorney from an authorised person.
- Noon does not give copies of documents back, so keep your own.
Registration step by step
Noon's registration guide splits sign-up into stages:
- Create an Organization ID. Verify your email and phone with one-time passwords. Noon says any country's phone number is accepted.
- Create your store. Choose the country you want to sell in (UAE, Saudi Arabia or Egypt), then your country of registration. Give a store name in English and Arabic. Store names cannot use another firm's brand, a website or an email address.
- Set up the legal entity. Upload the trade licence as a PDF and complete any fields the system does not capture.
- Add tax details. Choose VAT-registered (with TRN, issue and expiry dates and certificate) or non-VAT-registered.
- Add the business representative. Name, email and ID proof of the person who makes business decisions.
- Accept the terms sent to the authorised signatory, then start listing.
If you are later declined, Noon's help centre has an article on application rejection reasons and how to fix them. Questions go to seller@noon.com.
VAT: check this before you apply
Noon's guidance on VAT for international sellers is not consistent, so treat it carefully.
- The documents page marks the VAT certificate as "Not Required" for international sellers in the UAE and KSA.
- Noon's VAT FAQ says that for international sellers, a VAT certificate issued by the country you wish to sell in is mandatory.
- For local KSA sellers, the documents page says all sellers operating in KSA must give a valid VAT number, to reduce compliance risk with ZATCA.
The VAT FAQ also confirms that Noon's fees and commissions are exclusive of VAT, and VAT applies to them for both VAT and non-VAT sellers. Noon issues a tax invoice for its fees.
Get written confirmation from Noon on whether your store needs a local VAT number. Then take advice from a tax adviser in the UAE or Saudi Arabia on whether you must register anyway, since that is set by tax law, not by Noon.
Noon UAE vs Noon KSA
Each country is a separate store with its own legal entity link, payout setup and fee schedule.
| Noon UAE | Noon KSA | |
|---|---|---|
| International seller eligibility | Company registered outside the UAE | Company registered outside KSA |
| Fee currency | AED | SAR |
| Minimum referral fee (FBN) | 1 AED per item | 1 SAR per item |
| Fee schedule | FBN fees in UAE | FBN fees in KSA |
| Notes | Noon has stopped onboarding local sellers on Freelance Certificates, citing Ministry of Commerce guidance |
Noon also runs a cross-border programme that it says is limited to the UAE and KSA. You add a store in the second country and attach a VAT certificate for that country to your legal entity. Noon says non-VAT-registered sellers cannot use cross-border selling, except on the UAE to KSA lane, and that approval takes 24 to 48 hours. This is aimed at sellers already set up in one of the two countries.
Fulfilment options: FBN or FBP
Noon offers two main models:
- Fulfilled by noon (FBN): you send stock to Noon's warehouses and, in Noon's words, it handles the rest.
- Fulfilled by Partner (FBP): you manage your own fulfilment, with Noon logistics support.
For a seller based outside the region, FBN usually means holding stock in the UAE or KSA. That stock must be imported and cleared first, under an importer that holds a customs code. Noon's seller pages do not cover the import step, so arrange it before your first shipment. Our guide to the importer of record in the UAE explains the role.
What Noon charges
Fees vary by store, category and fulfilment model, and Noon updates them often. Its UAE FBN fee page lists:
- Referral fee: a percentage of the sale price by category, exclusive of VAT, with a minimum of 1 AED per item. Some categories have tiered rates and brand-level exceptions.
- FBN outbound fee: charged per unit when an order is first marked Delivered or Non-Delivered Return, based on dimensions, weight and sale price.
- Storage fee: charged per cubic foot per month. The UAE page lists 1.75 AED per cubic foot for all categories.
- Circumstantial fees: long-term storage, non-saleable storage, removals and similar charges.
- Optional inbound packaging services: such as polybags or bubble wrap, if your stock does not meet Noon's packaging rules.
Fee pages for FBN in KSA and for FBP in the UAE have their own tables. Use Noon's fee calculator with real dimensions before you price.
A hypothetical example. Say a Jaipur home-textiles brand plans to sell cushion covers on Noon UAE through FBN. It would budget for the category referral fee, the outbound fee for each delivered unit, monthly storage at the published rate, VAT on all Noon fees, and the cost of importing and clearing the stock into Dubai. Each of those comes from a different source, so build the sheet line by line.
Common mistakes
- Applying with a licence that only covers services. Noon rejects these.
- Letting the licence run close to expiry. Noon wants at least 15 days left.
- Using one set of documents for two Noon accounts.
- Sending FBN stock before an importer and customs clearance are arranged.
- Assuming the VAT answer from one Noon page applies to you without checking.
Help with the UAE side
Quickship's Marketplace Activation module opens and verifies Noon and Amazon.ae seller accounts and files product registrations for brands with no UAE entity, then connects marketplace orders to Quickship's inventory and shipping software. For Noon KSA, check the import and VAT position separately, as the steps above differ by country.
Frequently asked questions
Can a company registered in India, Pakistan or China sell on Noon?
Yes. Noon's help centre has an International Seller category for businesses registered outside the country where they want to sell. For Noon UAE the company can be registered anywhere except the UAE, and for Noon KSA anywhere except Saudi Arabia. You register with your home-country trade licence, a passport and payout details.
Do international sellers need a UAE or Saudi VAT certificate for Noon?
Noon's own pages differ. The documents page marks the VAT certificate as not required for international sellers in the UAE and KSA, but Noon's VAT FAQ says a VAT certificate from the country you sell in is mandatory for international sellers. Ask Noon to confirm for your case before you apply, and take tax advice on your own registration duty.
How do international sellers get paid by Noon?
Noon's documents page lists a Payoneer or Lian Lian account, confirmed with a signed and stamped authorisation letter. It also lists an international bank account, PingPong and WorldFirst as payout methods.
What is the difference between FBN and FBP on Noon?
With Fulfilled by noon (FBN), you send stock to Noon's warehouses and Noon handles the rest. With Fulfilled by Partner (FBP), you manage your own fulfilment with Noon logistics support. The fee schedules differ, so compare both for your products.
