Iqama Expiry: What Saudi Employers Must Do Before It Lapses

Iqama expiry guide for Saudi employers: who pays, Qiwa work permit and Absher Business renewal conditions, late-renewal risk and a tracking checklist.

By Quickship Editorial Team · Published 21 October 2026

Iqama expiry is the employer's problem in Saudi Arabia, not the employee's. Article 40 of the Saudi Labor Law makes the employer pay to issue and renew the iqama and work permit, and pay any fines caused by delay. To renew on time you need a valid Qiwa work permit first, then the iqama renewal on Absher Business or Muqeem, with the employee's passport, insurance and traffic record in order.

This guide covers who is responsible, the conditions that block renewals, and a tracking routine that keeps every iqama current.

Who is responsible when an iqama expires

The Ministry of Human Resources and Social Development (MHRSD) publishes Article 40 of the Labor Law in its knowledge centre. It says the employer bears:

  • the fees for recruiting non-Saudi workers,
  • the fees for issuing and renewing the residence permit (iqama) and work permit,
  • the fines resulting from their delay,
  • change of profession fees and exit and re-entry visa fees,
  • the worker's return ticket at the end of the relationship.

So if an iqama lapses because HR missed the date, the law places the cost on the company.

The two systems you need: Qiwa and Absher Business (or Muqeem)

Iqama renewal is a two-step job across two ministries.

Step System Authority What happens
1. Renew the work permit Qiwa MHRSD The establishment renews the expatriate's work permit and pays the fees
2. Renew the iqama Absher Business or Muqeem Ministry of Interior, General Directorate of Passports (Jawazat) The establishment renews the residence permit for the chosen period

Step 1: the work permit on Qiwa

MHRSD's Issue and Renew Work License service, checked October 21, 2026, sets out the rules:

  • The service runs on Qiwa, without a visit to the ministry.
  • A permit can be renewed when 180 days or less remain before it expires.
  • Permits cannot be issued or renewed if the establishment is in the red zone under Nitaqat.
  • A work permit cannot be cancelled once it has been issued or renewed.
  • The work permit is one of the conditions for issuing or renewing regular residency.

The last point is the one that matters for iqama expiry. If the establishment drops into the red Nitaqat band, it may not be able to renew work permits, and so cannot renew iqamas either. Watch your Saudisation ratio well before a batch of renewals falls due.

Step 2: the iqama on Absher Business

The Absher Business service guide places the service under My Business Services, then Iqama Renewal. Its conditions are a useful pre-check list:

  1. Payment made for the renewal period you want.
  2. No unpaid traffic violations on the employee.
  3. A valid passport.
  4. The employee is not registered as absent from work.
  5. Fingerprints and photo registered in Absher for the employee and any family members over 6.
  6. Valid medical insurance for the employee and any family members.
  7. A valid work permit.
  8. Each family member on their own passport, with no male family member aged 18 or over.

Any one of these can stop a renewal on the day. Traffic fines and expired insurance are the most common surprises, because HR often does not see them until the system rejects the request.

Muqeem

Some establishments manage resident employees through the Muqeem portal instead of, or alongside, Absher Business. Check which channel your establishment is registered on, and make sure more than one person has access.

What happens if an iqama expires

Late renewal is a violation of the Kingdom's residency rules. Penalties apply to the sponsor, and they increase for repeat cases. We could not confirm current amounts on an official Ministry of Interior page, so we do not quote a figure here. Absher Business or Muqeem shows any fee or fine due when you start the renewal.

The practical effects go beyond the fine:

  • The cost is yours. Under Article 40, fines caused by delay are the employer's to bear.
  • Other renewals can stall. The Absher Business conditions require payment and a clean record before a renewal goes through, so one lapse can hold up the next transaction.
  • Repeat cases escalate. Penalties rise with repeat violations, so a weak tracking process gets more expensive over time.
  • The employee's daily life is affected. An expired residence permit makes ordinary admin harder for the employee and their family, which is a retention risk as well as a compliance one.

Iqama expiry tracking checklist

Use this routine for every expatriate employee. Count back from the iqama expiry date, and check whether your records hold Hijri or Gregorian dates so a reminder is not off by weeks.

When Action Owner
Monthly Run a report of iqamas, work permits, passports and insurance policies expiring in the next 180 days HR
180 days before Check the establishment's Nitaqat band and confirm the work permit can be renewed HR and management
120 days before Check passport validity, and start a passport renewal at the embassy if needed Employee, with HR
90 days before Check traffic violations, absence status and medical insurance validity HR
60 days before Renew the work permit on Qiwa and pay the fees HR or government relations
30 days before Renew the iqama on Absher Business or Muqeem for the chosen period Government relations
On renewal Save the new expiry date and receipt in the employee file and set the next reminder HR

Common mistakes

  1. Renewing the iqama before the work permit. Absher Business needs a valid work permit, so the order matters.
  2. Forgetting dependants. Family members' iqamas, fingerprints and insurance are part of the same check.
  3. Ignoring Nitaqat. A red band blocks work permit renewals and so blocks iqama renewals.
  4. Single-person access. If only one person holds the Absher Business or Muqeem login, a holiday becomes a compliance risk.
  5. Paying for the wrong period. Payment is for the renewal period you choose. Align it with the employment contract and the work permit.

Keeping every date in one place

An iqama is only one of several dates per employee. Passports, residence permits and work permits all expire on their own schedules. Quickship's HR Module keeps each employee's documents in one record and tracks passports, visas and labour cards, with a reminder before each expires. The 180-day checks then start on time, not after a renewal has failed.

Frequently asked questions

Who pays the iqama renewal fee in Saudi Arabia?

The employer. Article 40 of the Saudi Labor Law, as published by MHRSD, says the employer bears the fees for issuing and renewing the iqama and work permit, and the fines resulting from their delay.

How early can I renew a work permit on Qiwa?

MHRSD's service page says a work permit can be renewed when 180 days or less remain before it expires. Because a valid work permit is a condition for renewing the iqama, start there.

Can an iqama be renewed if the employee has unpaid traffic fines?

Not through Absher Business. Its service guide lists 'no unpaid traffic violation' among the conditions for iqama renewal, along with a valid passport, valid medical insurance and a valid work permit.

What is the penalty for renewing an iqama late?

Late renewal is a violation of residency rules, and penalties increase for repeat cases. We could not confirm the current amounts on an official page, so check the fee and any fine shown in Absher Business or Muqeem before paying.
