HR Software in the UAE: A Compliance-First Buying Guide

Choosing HR software in the UAE: WPS payment deadlines, leave and overtime rules, the two-year record rule, expiry alerts and what to ask vendors.

By Quickship Editorial Team · Published 28 October 2026

HR software in the UAE has one job a generic system will miss: holding the right data on the dates MOHRE and the Wage Protection System expect it. Test a system against four core tests, plus Emiratisation and unemployment insurance status: the WPS payment calendar, the leave and overtime rules in the labour law, expiry dates across passports, visas, Emirates IDs and work permits, and the record retention rule. Each is below, with its source.

What HR software in the UAE has to handle

Requirement Source What the system must do
Wages paid on the due date, 85% minimum Ministerial Resolution 340 of 2026 Close payroll inputs before month end, with an owner per approval
Annual leave accrual Art. 29, Decree-Law 33 of 2021 30 days a year, 2 days a month between six and twelve months of service
Carry forward limit Art. 19, Cabinet Resolution 1 of 2022 Cap carry forward at half the annual leave
Overtime bands Art. 19, Decree-Law 33 of 2021 Split normal hours, overtime, 10pm to 4am and weekend work
Worker file retention Art. 13(1), Decree-Law 33 of 2021 Keep and export a full file for at least two years after service ends
Document expiry u.ae: residence visa, work permits Alert before passport, visa, Emirates ID and work permit dates
Emiratisation counts MOHRE targets mechanism Count Emiratis in skilled roles against headcount, on demand

The Wage Protection System sets your hardest deadline

The u.ae payment of wages page cites Ministerial Resolution No. 340 of 2026: all establishments registered with MOHRE must pay wages through the WPS on a unified due date, the first day of each Gregorian month for the preceding month, transferring at least 85% of the total wages due, where lawful deductions apply. Transfers go through a bank, exchange house or financial institution authorised by the Central Bank, in dirhams unless the contract agrees otherwise. The resolution came into force on 1 June 2026 and repealed Ministerial Resolution No. 598 of 2022, so a process written against the old rules needs re-checking.

The 85% figure is not permission to leave people out. The test is 85% of total wages due across the establishment, so one department held back while a manager travels can tip the whole payroll under it, as the example below shows. Measures run from the due date:

From What happens
Due date Electronic monitoring until payment is proven
Day 2 Notifications and alerts to the non-compliant establishment
Day 5 Issuance of new work permits suspended, owner notified
Day 11 Administrative fine under Cabinet Resolution No. 21 of 2020, and reclassification for a repeat violation within six months
Day 16 A labour dispute registered automatically, and work permits suspended at establishments with 25 workers or more, or where unpaid workers across establishments under the same ownership reach 25 in construction, transport and storage, security, cleaning or recruitment
Day 21 Executive instrument for payment or collective dispute procedures depending on size, precautionary attachment, a travel ban on the person in charge, and referral to the Public Prosecution where the violation repeats in two consecutive months at establishments with 50 workers or more, or where unpaid workers under the same ownership reach 50 in those same sectors

The same page lists who sits outside WPS: workers on approved unpaid leave with documents submitted to MOHRE, mission permits of three months or less, seafarers in defined cases, and some employers, among them banks and places of worship. A system that cannot mark an exclusion with its reason and document leaves that argument to be had monthly.

Leave, overtime and attendance: the calculations to test

Annual leave. Article 29 of Federal Decree-Law No. 33 of 2021 gives 30 days of leave a year, and two days a month where service is over six months and under a year. Public holidays that fall inside annual leave count as part of it, unless the contract or the establishment's own regulations are more generous.

Carry forward and encashment. Article 19 of the Implementing Regulation lets a worker carry forward not more than half the annual leave, or take a cash allowance at the wage received when the leave fell due. When service ends, the balance of legally due leave is paid on the basic wage, so a system with no cap is storing a liability nobody signed off.

Overtime. Article 17 sets normal hours at 8 a day or 48 a week. Article 19 allows up to two extra hours a day, with total working hours not exceeding 144 in any three weeks, and sets the pay: basic wage plus at least 25%, rising to at least 50% between 10pm and 4am, with shift workers excluded from that clause. Weekend work earns another day off or the day's wage plus at least 50% of basic. A daily total cannot show which hours fell between 10pm and 4am, so attendance needs clock times. In a demo, enter a shift from 8pm to 1am on a weekend and watch it split.

Documents, expiry dates and the two-year record rule

Clause 1 of Article 13 requires the employer to keep workers' files under the Ministry's rules, and to keep a worker's file for not less than two years after the end of service. The export has to carry leave and attendance, and still work after you stop paying the vendor.

Four dates per employee: passport, residence permit, Emirates ID and MOHRE work permit. The u.ae residence visa page says the sponsor must renew before expiry, and that the Emirates ID issued by ICP expires when the visa does. The work permits page gives two years for recruitment, transfer, family sponsorship, UAE or GCC national and Golden visa holder permits, one year for a juvenile permit, 12 months for a national trainee and three months for student training. The same page lets MOHRE refrain from issuing or renewing permits where the establishment is not compliant with the Wages Protection System: a late payroll becomes a hiring freeze. Our visa expiry checklist sets out the order.

Emiratisation and unemployment insurance

Neither is the software's to discharge, but both should stay visible in it.

Emiratisation. MOHRE's February 2023 announcement covers private sector companies with 50 employees or more. Under the mechanism announced there, the annual target was a 2% increase in Emiratisation of skilled jobs, reached in 1% steps every six months, with the annual targets unchanged. Nothing in that release sets the current cycle, so confirm this year's targets and the contribution amounts with MOHRE before planning hiring around a number.

Unemployment insurance. The Dubai.ae page on involuntary loss of employment says all employees in the federal government and private sectors must participate, and excludes owners, domestic workers, under 18s, temporary contracts and Emirati pensioners in a new job. Below AED 16,000 basic salary the premium is no more than AED 5 a month, with compensation capped at AED 10,000 a month; above it, AED 10 and AED 20,000. Under Cabinet Resolution No. 97 of 2022 the worker is fined AED 400 for not subscribing. The subscription is the worker's, but a status field on the record saves that conversation at the worst moment.

A worked month end at a 60-person Dubai company

The figures are invented.

Say a Dubai trading company employs 60 people on a monthly payroll of AED 540,000. At least 85%, AED 459,000, has to transfer by the first. On the 31st the warehouse team's overtime, AED 90,000 of pay, is still waiting on a supervisor's approval. Pay everyone else and AED 450,000 goes out: 83.3% of wages due, below the threshold, with the clock running.

A calendar that prevents it:

  1. Day 20. Attendance to date visible to each line manager, split into the four bands: normal, past eight hours in a day, 10pm to 4am, and weekend.
  2. Day 25. Leave approved or refused, and unpaid leave days recorded: Article 51(4) excludes unpaid days of absence from the service term used for end of service.
  3. Day 27. Overtime approvals close, with the 144 hours in three weeks ceiling checked per worker before anyone signs.
  4. Day 28. Payroll inputs frozen and checked by a second person, including every WPS exclusion with its reason and document.
  5. Day 29. Wage file built for the bank or exchange house authorised by the Central Bank, reconciled against headcount and against the 85% test.
  6. Day 1. Wages transfer.

A leaver in the same month shows why the data belongs in one place. Someone on AED 7,000 basic resigns with 12 days of accrued leave: at AED 7,000 divided by 30, the daily basic is AED 233.33 and the encashment AED 2,800, on top of gratuity built from the start date, last basic wage and unpaid leave days. Our gratuity guide covers that formula.

What to ask an HR software vendor before you buy

Send these in writing.

  1. Export a full employee file, with leave and attendance, for someone who left last year, in the form Article 13 expects you to still hold.
  2. How do you record an employee excluded from WPS, with the reason and supporting document?
  3. Can carry forward be capped at half the entitlement, and leave liability shown in days and dirhams?
  4. Who gets alerts for passport, residence permit, Emirates ID and MOHRE work permit expiry, how early, and how often do they repeat?
  5. Can mainland, free zone, DIFC and ADGM entities sit in one account with different leave and end of service rules, and can we count Emiratis in skilled roles against total headcount on any date?
  6. If we cancel, how do we keep producing leavers' files for as long as Article 13 requires?

Where UAE HR software projects go wrong

  • Attendance without clock times. Daily totals cannot produce the 25% and 50% bands, so somebody rebuilds them in a spreadsheet.
  • No exit plan for leavers' files. You still have to produce them for at least two years after service ends.
  • One leave rule forced across entities. A mainland and a DIFC company sharing one leave and end of service setting means somebody keeps the DIFC entity in a second spreadsheet.

Quickship's HR Module holds one record per employee with contracts, salaries and documents, reminders before each passport, visa, Emirates ID or labour card expires, and leave, attendance and payroll inputs in one place. It does not transfer wages: that stays with your bank.

Frequently asked questions

Does HR software make my company WPS compliant on its own?

No. Wages reach employees through a bank, exchange house or financial institution authorised by the Central Bank, not through your HR system. What the software does is get the payroll figures agreed and dated before the due date, so the transfer is not waiting on a missing timesheet or an unapproved leave request.

How long must a UAE employer keep employee records?

Clause 1 of Article 13 of Federal Decree-Law No. 33 of 2021 requires employers to maintain workers' files and records under the Ministry's rules, and says the worker's file must be kept for not less than two years after the end of service. Tax and other legislation may require longer, so check the retention period with your accountant before deleting anything.

Do I need separate payroll software as well?

It depends on how your payroll is produced. Some teams run payroll inside an HR system, others export days worked, leave and adjustments and then build the monthly wage file their bank or exchange house transfers through the WPS. Either way, Clause 3 of Article 1 of Ministerial Resolution No. 340 of 2026 requires establishments to submit documents and data proving that wages were paid, so you should be able to show how a figure in that file was built.

Will one system cover mainland, DIFC and ADGM staff?

Only if it lets you hold different rules per entity. Ask to see a DIFC entity and a mainland entity in one account with different leave and end of service settings, since DIFC runs its own employment law: Article 66(7) of DIFC Law No. 2 of 2019 requires a monthly Qualifying Scheme contribution of at least 5.83% of basic wage for the first five years of service and 8.33% for each year after that, instead of a gratuity accruing in your books.

Can HR software calculate end of service gratuity automatically?

It can do the arithmetic, but the method is still your policy decision. The Decree-Law fixes the number of days and does not say how to convert a monthly basic wage into a daily wage, so the system has to use the method in your HR policy and apply it to everyone. Our gratuity guide sets out the formula and the choices involved.
