Custom software cost in the UAE depends mostly on scope, not on hourly rates. Agencies publish ranges from about AED 40,000 to over AED 1.8 million, but those figures conflict and no government page sets a price. This guide shows what moves the number, which UAE requirements add work, and how to get quotes you can compare.
What does custom software cost in the UAE?
Nobody can give you a reliable price before scope is defined. The only public numbers come from vendors' own marketing pages, and they disagree. Here is what some UAE-facing vendors publish:
| Vendor page | Published range | Other claims |
|---|---|---|
| Decipher Zone | AED 80,000 to 1.8M+ | MVP AED 80–250k (2–4 months); enterprise AED 1.2–1.8M+ (12–24 months) |
| Appinventiv | AED 146,000 to 1.8M | Integrations such as payments, GPS and analytics add licence and build cost |
| Techanic Infotech | AED 40,000 to 300,000 | Arabic RTL, local payment gateways and data protection raise effort |
| UAE App Developers | AED 50,000 to 400,000+ | Hourly rates: mid-level AED 150–300, senior AED 300–550 |
| Dev.to article | AED 75,000 to over 1M | Scope clarity matters more than hourly rate |
Do not use these as a benchmark. The spread is wide because the products being priced are different. A simple internal tool and a multi-branch system with integrations are not the same job.
The useful takeaway is the one several of these pages share: scope moves the price more than the hourly rate does.
What drives the price most?
Six things decide the quote: how many user roles you have, how many screens and workflows, how many integrations, how much data you must migrate, how polished the design must be, and how long you need support. Each one adds days of design, build and testing.
| Cost driver | Why it adds cost | Question to ask the vendor |
|---|---|---|
| Users and roles | Each role needs its own permissions, screens and tests | Which roles did you price? |
| Workflows | Approvals, statuses and exceptions multiply logic | Is every workflow listed in the spec? |
| Integrations | Each external system needs build, testing and often a licence | Which integrations are in the price? |
| Data migration | Old Excel sheets and legacy data need cleaning | Who cleans the data, and is it priced? |
| Design | Custom UX takes more time than standard layouts | How many screens are included? |
| Languages | Arabic and RTL layouts need extra design and testing | Is Arabic in scope? |
| Support | Fixes, hosting and changes continue after launch | What does the support fee cover? |
Team location and seniority also matter, but less than clarity. A vague brief leads to change requests, and change requests are where budgets slip.
Which UAE requirements add scope?
Several UAE rules and habits add work that a generic quote may leave out. Check each one against your project.
E-invoicing and VAT
If your system issues or receives invoices, e-invoicing may affect it. The Ministry of Finance says the e-invoicing system applies to all persons conducting business in the UAE for B2B and B2G transactions, except specific exclusions. Issuers and recipients must appoint an Accredited Service Provider (ASP).
Dates have moved. The Ministry's 10 May 2026 amendments moved the ASP appointment deadline for businesses with revenue above AED 50 million from 31 July 2026 to 30 October 2026. That is today. Smaller businesses have their own timelines, so check the Ministry's latest notices for your revenue band.
Penalties are real. Cabinet Resolution No. 106 of 2025 sets fines of AED 5,000 per month for failing to implement the system or appoint an ASP on time. It also sets AED 100 per late invoice or credit note, capped at AED 5,000 per month. Voluntary users are exempt until they become mandatory.
What this means for a quote: ask how the system will connect to your ASP. The ASP is a separate accredited provider, so its fees are not part of the software build. Also ask whether invoices carry the fields your finance team needs. The standard VAT rate is 5%, so ask whether the quote itself includes VAT.
Data protection
If you store customer or staff personal data, the UAE PDPL applies to how you collect, use and keep it. That can mean consent flows, access controls and deletion functions. Ask your legal adviser what you need, then make sure the vendor has priced those features.
Arabic, payments and identity
- Arabic and RTL: a bilingual interface takes extra design and testing time.
- UAE payment gateways: each gateway is an integration with its own testing.
- Emirates ID or UAE Pass: only price these if your users really need identity checks.
Fixed price, time and materials, or a dedicated team?
Fixed price suits a well-defined scope. Time and materials suits work that will change. A dedicated team suits long-running products. Most ranking vendor pages compare these three, and the right choice depends on how stable your requirements are.
- Fixed price: you know the cost up front, but changes are charged separately. It works only if the spec is detailed.
- Time and materials: you pay for effort. It is flexible, but you need a monthly cap and regular demos.
- Dedicated team: you pay for people over time. It suits a company with a long product roadmap.
For a first project, many buyers start with a short paid discovery, then choose fixed price for phase one.
Should you build custom or buy a ready module?
Build custom only where your process is genuinely different. Buy a ready module where your process is standard. A ready module is usually faster to start, but you accept its workflow. Custom fits your workflow, but you carry the full build and maintenance cost.
A rough test:
- Standard process, such as freight inquiry to invoice or multi-warehouse stock: look at a ready module first. Quickship offers Freight Management and Inventory for logistics and e-commerce teams in the UAE and Saudi Arabia.
- A process that is your competitive edge: build it custom.
- A mix of both: use a module for the standard part and build a custom piece around it.
If you do need something built, Quickship also takes on custom software on quote.
How do you get quotes you can compare?
Give every vendor the same written brief. Without it, you compare different products at different prices. Follow these steps:
- List your users and roles. For example: sales, warehouse, finance, admin.
- Write the workflows as short steps. Start with the three most important ones.
- List integrations. Name the accounting system, payment gateway, courier or marketplace.
- State the UAE requirements. E-invoicing, VAT fields, PDPL needs, Arabic.
- Say what data you will migrate. Attach a sample Excel sheet.
- Ask for a phase split. Discovery, design, build, testing, launch, support.
- Ask for the commercial terms. VAT treatment, payment milestones, change-request rate, support fee and who owns the code.
Here is a hypothetical example. Say a Dubai trading company wants a system to take orders, issue invoices and track stock across two locations. Vendor A quotes one lump sum with no detail. Vendor B lists three roles, four workflows, an accounting integration, Arabic invoices and 90 days of support. Vendor B may look more expensive, but it is the only one that tells you what you are buying. Ask Vendor A to itemise before you compare.
On timing, one vendor guide (Skyline) publishes a paid discovery of 1 to 2 weeks costing AED 8,000 to 25,000, ending in a spec and an estimate within ±15%. Treat this as one vendor's claim. The idea is sound, though: pay a small amount to define the work before paying for the build.
What mistakes inflate the budget?
Most overruns come from the brief, not the code.
- Changing scope mid-build. Freeze phase one and park new ideas for phase two.
- Ignoring running costs. One vendor, Wistech, says yearly maintenance is typically 15 to 25% of build cost. Ask for a written support price.
- Leaving compliance for later. Adding e-invoicing or PDPL features after launch is usually harder than planning them from the start.
- Choosing on hourly rate alone. A low rate with unclear scope can cost more.
- Skipping the code ownership question. Confirm in writing that you own the code and the data.
- Forgetting VAT. A 5% difference matters when comparing quotes.
Get two or three quotes against the same brief, ask each vendor to explain the biggest line item, and pick the one whose assumptions you understand.
Frequently asked questions
Is VAT added on top of a custom software quote in the UAE?
The standard VAT rate in the UAE is 5%, according to the [Federal Tax Authority](https://tax.gov.ae/en/faq.aspx?keyword=What+is+the+standard+rate+of+VAT+in+the+UAE%3F). Ask every vendor to state whether the quote includes or excludes VAT, so quotes compare fairly. Whether you can recover input VAT depends on your business, so confirm with your accountant.
Does UAE e-invoicing apply to a small company?
The Ministry of Finance says the system applies to all persons conducting business in the UAE for B2B and B2G transactions, except specific exclusions. Timelines depend on business size and have been amended, so read the latest Ministry of Finance announcements for your case. Businesses can also adopt it voluntarily.
How long does a custom software project take?
It depends on scope. One vendor guide, [Decipher Zone](https://www.decipherzone.com/blog-detail/custom-software-development-cost-uae), publishes 2 to 4 months for an MVP and 4 to 8 months for a mid-level system. Another, Wistech, puts a mid-complexity system at 4 to 7 months from discovery to go-live. Treat these as vendor claims, not benchmarks.
Is a paid discovery phase worth it?
Often, yes, because it turns a vague idea into a written spec before you commit to a build. [Skyline](https://skylineat.ae/blog/custom-software-development-uae-guide) publishes AED 8,000 to 25,000 for a 1 to 2 week discovery that ends in a spec and an estimate. Prices differ by vendor. Ask whether the fee is credited against the build.
What does a custom system cost to run after launch?
Plan for hosting, third-party licences, support and changes. One vendor, Wistech, says yearly maintenance is typically 15 to 25% of the build cost. That is a marketing figure, so ask each vendor for a written support price and what it covers.
