How to Reduce COD Returns in the UAE and Saudi Arabia
Practical ways to reduce COD returns in the UAE and KSA: Makani and National Address checks, WhatsApp order confirmation, delivery-day messages and reattempts.
By Quickship Editorial Team · Published 21 October 2026
To reduce COD returns in the UAE and Saudi Arabia, fix the problem before the parcel leaves your warehouse: get an address a driver can find, confirm the order with the customer, and tell them exactly when the driver is coming. Most refused or undelivered cash on delivery orders are not delivery failures. They are order-quality failures that the courier discovers at the door. Below are the practical changes, in the order they usually pay off.
Why COD orders come back
Every COD order that returns to origin (RTO) costs you outbound shipping, often a return fee, packaging, staff time and stock that is out of sale for days. The causes fall into a few groups:
- Address problems. Villa or building not found, wrong area, no flat number.
- Customer not reachable. Phone off, wrong number, no answer to the driver's call.
- Customer refuses. Changed mind, found it cheaper, ordered on impulse, or did not expect the delivery that day.
- Cash not ready. The customer is home but cannot pay the full amount.
- Fake or duplicate orders. Test orders, pranks, or the same order placed twice.
Before you change anything, tag every RTO with one of these reasons for a few weeks. Your courier's failed-attempt codes are a start, but read them with care; "customer refused" sometimes hides "driver could not find the address".
Fix the address first
A driver who cannot find the door cannot collect cash. Address quality is the cheapest fix because it happens at checkout.
UAE: use Makani where you can
Makani is Dubai Municipality's geo-addressing system. Each Makani number is a 10-digit code that identifies the main entrance of a building, and the municipality describes it as the official geo-addressing system in Dubai (Makani, Dubai Municipality's official geo-addressing service). Makani has also been adopted in other emirates, and Dubai Municipality publishes Makani data as open data (Dubai Municipality: open data for Makani).
At checkout:
- Add an optional "Makani number" field, with a short note on where to find it (the plate at the building entrance or the Makani app).
- Ask for a map pin as well as the typed address.
- Make building name, flat or villa number and area required fields.
- Validate the phone number format so a missing digit is caught before booking.
Saudi Arabia: the National Address is now mandatory
In Saudi Arabia the question is settled for you. The Transport General Authority decided that parcel delivery companies must not accept or carry any shipment that lacks a National Address, with enforcement from January 2026 (Okaz report, in Arabic). Saudi Post (SPL) runs the National Address service, and individuals can register their address for free (SPL: National Address).
At checkout, ask for the customer's short National Address (the eight-character code of four letters and four digits) and check its format before you accept the order. A missing address in KSA no longer means a late delivery. It means the carrier should not take the parcel at all.
Confirm the order before you ship
Order confirmation is where most avoidable COD returns are caught. The idea is simple: before you pack a COD order, ask the customer to confirm it.
- Send a confirmation message shortly after the order, with the items, total amount in AED or SAR, delivery address and a clear "confirm" or "change" reply.
- Hold the order until the customer confirms. Set a time limit (for example, a working day) after which unconfirmed orders get a phone call.
- Cancel or fix orders that do not confirm, or that reply with a wrong address.
- Watch for duplicates. Same phone number, same items, minutes apart: confirm which one is real.
WhatsApp is the natural channel for this in the GCC, but it has rules. Meta requires businesses to get opt-in before messaging people on WhatsApp, and the opt-in must clearly say the person is agreeing to receive messages and name the business (Meta: get opt-in for WhatsApp). Add a tick box or clear line at checkout, such as "Send order and delivery updates to my WhatsApp", and keep a record of it. Meta also suggests keeping opt-ins separate for different kinds of message, so order updates should not be bundled with marketing.
Tell customers when the driver is coming
Many refusals happen because the delivery is a surprise. A customer who knows a parcel is due today, and how much cash to have ready, is far more likely to accept it.
- Dispatch message: order shipped, courier name, tracking link, COD amount.
- Out-for-delivery message: delivery today, amount to pay, whether the driver accepts card.
- Failed-attempt message: sent straight after a missed attempt, with a way to choose a new day or correct the address.
Quickship's Meta Messaging Module sends approved WhatsApp templates as orders move through these stages, with replies landing in one shared inbox so your team can act on address changes.
Give customers a reason to prepay
Every order paid online is an order that cannot be refused for lack of cash. You will not move every COD customer, but you can nudge some:
| Approach | How it works | Watch out for |
|---|---|---|
| Prepaid discount | A small saving for paying by card or wallet at checkout | Margin on low-value orders |
| COD fee | A visible charge for choosing cash | Can push customers to a competitor |
| Free shipping on prepaid only | Free delivery threshold applies only to online payment | Must be clear on the product page |
| Card on delivery | Driver carries a card terminal | Not every courier offers it everywhere |
| COD limits | No COD above a certain basket value, or for repeat refusers | Must be applied consistently and explained |
Test one change at a time and compare RTO rates before and after. On Amazon.ae, Amazon.sa and Noon, payment options are set by the marketplace, so these levers apply to your own website and social orders.
Agree a reattempt policy with your courier
A single failed attempt should not mean an automatic return. Agree in writing with each carrier:
- How many attempts they make before returning the parcel.
- How they contact the customer between attempts (call, SMS, WhatsApp).
- How you are told about a failed attempt, and how fast you can respond with a corrected address or a new date.
- How long they hold a parcel at the hub before returning it.
Then use that window. When a failed-attempt status arrives, your team or an automatic message should reach the customer the same day. A parcel saved at the hub costs far less than one that travels back to you.
A checklist to reduce COD returns this week
- Tag every RTO with a reason for the next four weeks.
- Make building, flat or villa number and area required at checkout; add an optional Makani field for UAE orders.
- Require and format-check the National Address for every KSA order.
- Add a WhatsApp opt-in line to checkout.
- Hold every COD order until the customer confirms it.
- Send out-for-delivery messages with the cash amount.
- Agree attempts and hold times with each courier.
- Test one prepaid incentive on your own website.
How to measure progress
Track a few numbers weekly, per courier and per city, from your own data:
- RTO rate: COD orders returned to origin as a share of COD orders shipped.
- Confirmation rate: COD orders confirmed as a share of COD orders placed.
- First-attempt delivery rate: orders delivered on the first attempt.
- Prepaid share: orders paid online as a share of all orders.
There is no universal "good" figure for any of these in the UAE or KSA; categories, cities and price points differ too much. Compare yourself against your own last month, and judge each change by whether your numbers moved.
Frequently asked questions
What is the single biggest fix for COD returns?
Confirming the order with the customer before you ship it. A short confirmation message catches fake orders, changed minds and wrong addresses while the parcel is still on your shelf, which is the cheapest moment to cancel.
Can I ask customers for their Makani number at checkout?
Yes, as an optional field for Dubai and the other emirates that use Makani. Dubai Municipality describes it as a 10-digit number that identifies a building's entrance. Keep it optional, because many customers will not know theirs.
Is a Saudi National Address required for every delivery?
For parcel delivery companies, yes. Saudi Arabia's Transport General Authority decided that parcel companies must not accept or carry shipments without a National Address, with enforcement from January 2026. Collect it at checkout rather than chasing it after booking.
Can I send COD confirmation messages on WhatsApp to any customer who ordered?
Only to customers who have opted in to hear from you on WhatsApp. Meta's rules say the opt-in must clearly name your business and make clear the person is agreeing to receive messages. Add an opt-in line at checkout.
Should I charge a fee for cash on delivery?
That is a pricing decision, and it can work, but test it. A small discount for paying online often reads better to customers than a COD fee. If you sell on Amazon or Noon, follow their pricing and payment rules rather than your own.
