WhatsApp Business API Pricing in the UAE and Saudi Arabia (2026)

WhatsApp Business API pricing in the UAE and KSA explained: Meta's per-message rates, free service tier, BSP fees and a worked monthly estimate.

By Quickship Editorial Team · Published 21 October 2026

WhatsApp Business API pricing in the UAE and Saudi Arabia is per message: Meta charges for each delivered template message, and the price depends on the message category and the recipient's country code. As of Meta's rate card effective October 1, 2026, a marketing message to a UAE number costs AED 0.2115, while a utility or authentication message costs AED 0.0576. Your solution provider's fee comes on top.

This guide explains how the model works, what each category costs for +971 and +966 numbers, and how to estimate a monthly bill before you commit.

How Meta prices the WhatsApp Business Platform

Meta moved from conversation-based pricing to per-message pricing on July 1, 2025. Conversation-based pricing is now deprecated. According to Meta's pricing documentation, three rules drive every bill:

  1. You pay per delivered message. Meta charges only when a message is delivered, not when it is sent.
  2. The category sets the price. Templates are classed as marketing, utility or authentication. Free-form replies are service messages.
  3. The recipient's country code sets the rate. A message to a +971 number is billed at the UAE rate. A message to +966 is billed at the Saudi rate, wherever your business is registered.

Meta also offers volume tiers for utility and authentication messages. Discounts apply as your monthly volume in a market grows, counted across your business portfolio and reset each month.

The four message categories

Category What it is for Typical example When you can send it
Marketing Promotions, offers, re-engagement "Ramadan sale starts tonight" Any time, to opted-in users, via approved template
Utility Updates about an existing order or account "Your order is out for delivery in Al Barsha" Any time, via approved template
Authentication One-time passcodes "Your login code is 482913" Any time, via approved template
Service Free-form replies to a customer Answering a question about returns Only inside the 24-hour customer service window

The customer service window is 24 hours. It opens or resets each time the customer messages or calls you. Outside that window you can only send approved templates.

Meta also lists a newer category, Meta Business Agent messages, billed at one global rate of USD 2.00 per million tokens. Most businesses starting out will not use it.

Current WhatsApp Business API pricing: UAE and Saudi rates

These are Meta's list rates per delivered message, taken from the rate cards linked on Meta's pricing page, effective October 1, 2026 and checked on October 21, 2026. Volume tier discounts can lower the utility and authentication figures.

Recipient Marketing Utility Authentication Authentication-international Service (after free tier)
UAE (+971), USD 0.0576 0.0157 0.0157 0.051 0.0157
UAE (+971), AED 0.2115 0.0576 0.0576 0.1872 0.0576
Saudi Arabia (+966), USD 0.0576 0.0107 0.0107 0.0598 0.0107
Saudi Arabia (+966), SAR 0.2159 0.0401 0.0401 0.224 0.0401

Two points stand out for GCC businesses. Marketing costs the same in both markets in USD terms, but utility and authentication are cheaper to Saudi numbers. And Meta raised marketing rates for both the UAE and Saudi Arabia on October 1, 2026, so an older quote may be out of date.

The authentication-international rate applies when your business is based in a different country from the user. Meta's documentation lists both the UAE and Saudi Arabia among these markets. A Dubai company sending OTPs to Saudi customers may therefore pay the higher international rate, depending on eligibility.

Meta's interactive rate calculator shows the same figures by market and currency. Check it before budgeting, because Meta updates rates on a published schedule.

What is free, and what changed on October 1, 2026

Some messages cost nothing, but the rules tightened this month:

  • 1,000 service messages a month. Each business phone number gets 1,000 delivered service messages free per month. Meta charges from the 1,001st. The allowance does not roll over.
  • Utility inside the service window. Utility templates sent while a customer service window is open were free from July 1, 2025. Meta resumed charging for them on October 1, 2026.
  • Free entry point. When a customer starts a chat from a Click to WhatsApp ad, the free entry point window can stay open for up to 7 days. Inside it, marketing, utility, authentication and service messages are free.

If you set up your messaging plan in 2025, recheck it. Order updates sent as replies, which used to be free, now count.

How solution provider (BSP) fees add on

Meta's rate card is only part of the bill. Most businesses reach the API through a solution provider, which provides the inbox, template tools, automation and support. Meta describes two provider models:

  • Solution Partners can extend their Meta credit line to you. You do not add a card to Meta. The provider pays Meta and bills you for API usage plus its own services.
  • Tech Providers have no credit line. You add your own payment method, Meta bills you directly for messages, and the provider bills you separately for its software.

Meta does not publish what providers charge. Common structures include a monthly platform fee, a per-seat fee for agents, a markup per message, or a mix. When comparing providers, ask for:

  1. The monthly platform or subscription fee.
  2. Any per-user or per-agent fee.
  3. Whether Meta's message charges are passed through at cost or marked up.
  4. Who pays Meta, and in which currency.
  5. Setup or onboarding fees, and the notice period to leave.

Estimating a monthly bill: a worked example

Say a Dubai skincare brand sells on its own site and through COD, and sends these messages to UAE (+971) numbers in one month. This is a hypothetical example, priced at the AED list rates above, before any volume discount.

Message type Volume Rate (AED) Cost (AED)
Utility: order confirmed, out for delivery, delivered 4,000 0.0576 230.40
Authentication: checkout OTP 1,500 0.0576 86.40
Marketing: two broadcasts to 3,000 opted-in customers 6,000 0.2115 1,269.00
Service: replies to customer questions 2,500 (1,000 free) 0.0576 86.40
Meta total 1,672.20

Marketing is under half the volume but about three quarters of the cost. That pattern is typical, because marketing rates are several times higher than utility rates.

Run the same volumes to Saudi (+966) numbers at the SAR list rates and the Meta total is SAR 1,576.10. Utility, authentication and service cost less, while marketing costs about the same.

Then add your provider's fee. If the brand's provider charges a platform fee and passes Meta charges through at cost, the monthly bill is the Meta total plus that fee.

Ways to bring the number down

  • Keep utility templates clean. A delivery update is utility. Keep promotions out of it, because anything sent as a marketing template costs almost four times the UAE utility rate.
  • Send fewer, better broadcasts. Segment by purchase history instead of messaging the whole list.
  • Use Click to WhatsApp ads where they fit, so follow-up messages fall inside the free entry point window.
  • Watch your volume tier. High-volume senders of utility or authentication messages get lower rates automatically.

Where the Meta Messaging Module fits

Quickship's Meta Messaging Module runs on the WhatsApp Business API. It sends approved templates automatically as orders move, puts WhatsApp, Instagram and Messenger in one shared inbox, and shows delivery and read status per broadcast message. That visibility helps you see which categories you are actually sending, so the bill stays predictable.

Frequently asked questions

Do customers in the UAE or Saudi Arabia pay anything to message my business?

No. Meta's pricing page says users never pay to message businesses on the WhatsApp Business Platform. The business pays Meta for delivered messages, by category, at the rate for the recipient's country calling code.

Are replies to customer questions still free?

Partly. Each business phone number gets 1,000 delivered service messages a month free. From October 1, 2026, Meta charges service messages after that tier, and utility templates sent inside an open customer service window are charged again too.

Why does my provider's invoice not match Meta's rate card?

Meta's rate card covers only Meta's per-message charge. A solution provider adds its own platform or subscription fee on top, and a provider that pays Meta through its own credit line may bill you for both in one invoice. Ask for the two amounts separately.

Can I pay in AED or SAR?

Meta publishes rate cards in several currencies, including AED and SAR, alongside USD. Which currency you are actually billed in depends on how your account and payment method are set up, so check this in your billing settings or with your provider.
